While open carrying in a vehicle, firearm must be in plain sight. Floor would be considered concealed and without a ccw, a big no-no. When I would open carry, I had a cheap Blackhawk holster attached on top of my dashboard with Velcro. On your dash is a very good, and commonly used spot to O.C while in a vehicle. Keep it in plain sight, and you'll be A-OK.

If they see it up on the dash, properly secured, and in plain sight, they will know you are not a threat to them.
