so if you can open carry at 18 in delaware; how do you legally acquire a handgun since the purchase age is 21?

You have to be 21 to aquire a hand gun from an actual ffl dealer. If a state has loop holes for a person to aquire a hand gun from a private party then youre good at 18. If mom or dad buys it and decides to give it to you as a gift thats fine.
