His office assured me that all of the Dover PD understands that their ordinance is invalid and that prosecution for not having a permit would never hold up in court.

The law was unenforceable because it was not clearly written and seemed to affect open carry... hence the letter. Recently, the bad wording was scrapped and replaced by clearer wording, making open carry the same in Dover as the rest of the state. More info can be found here...
