HB35 passed in state senate with majority of amendments.
HA1 to HB35 states:

(c) The provisions of this section shall not apply to:
(6) Transactions in which the potential purchaser or transferee holds a current and valid concealed carry permit issued by the Superior Court of the State of Delaware pursuant to §1441 of this title.

When we had state background check in addition to NICS, CCDW holders were exempt from state background check. But NICS background check is required regardless of CCDW possession.

So, what does this amendment actually do? Am I missing something?

OK, I think I finally get it. This is the slack they gave to CCDW holders for private sales only.

It only affects law abiding citizens that don't have a CCDW.

These folks aren't felons, since it's already illegal to sell it to them. It could be folks ,like Dave in De that were denied a CCDW though we all know he's not a felon or 'person prohibited'. Or the poor folks that can't afford jumping through the hoops to get a CCDW.

The CCDW amendment was an attempt to buy off those of us that were against the bill. As to somehow make us 'more equal' or 'special'.
