California Congressman Henry Waxman has authored a bill for the 113th Congress as of August 1, 2013 that addresses Mental Health and Gun Violence. Its listed on Library of Congress THOMAS but not the bill text yet.

A search of his Congressional website brings up the first proposal of the bill which seeks to ban lower receivers and parts kits among such other things as offering government grants/incentives to place mental health care practices alongside primary care practices.
