I know i have seen on here before that you need a permit to OC in Dover. I however cannot find where i saw it. Can anyone post the link or let me know how to get the permit?

You have to send a letter to the chief of police with a copy of your drivers license. The info is mentioned in that thread a page or so in.

I would say about 100%. I am pretty sure everyone who has written a letter to him has gotten a letter back allowing open carry.

I have never been approached by a Dover police officer while carrying, they usually just nod, wave or don't react at all.

I would guess they do a background check before sending the letter. So, if you're clear that way I'd guess you're good-to-go.
