Title 11 of the DE Code identifies correctional officers as Law Enforcement Officer and that we have the full power of a state police officer while on duty and that includes power to arrest. FWIW I am waiting for the arrival of my Department of Defense LEOSA credentials as a retired Military Policeman. That should resolve any conflicts with other states.
