I'd have said something. In fact, I was swept with a Tazer last year and I did say something. Not surprisingly the officer informed me that he knew what he was doing and that it was all OK. B.S. I followed up with a conversation to the local captain and he said that he'd get muzzle safety in the next briefing.
Regarding the drills being slow, I can't help but think that slow is smooth and smooth is fast. Practice the drills slowly until you've got them down and you'll be doing them quickly and correctly when it counts.
